Penalty Unlimited

Penalty Unlimited was released by InOut Games in 2025 and applies the studio’s step-multiplier ladder to a penalty shootout. You pick a corner, you take the shot, and a goal raises the multiplier. Miss and the round is over; score and you choose again — shoot or bank.

Mechanically it is Chicken Road in a stadium. What the football framing adds is a sense of agency: aiming at a corner feels like a decision about skill in a way that crossing a lane does not. It is not one. The outcome is generated the same way regardless of which corner you pick, and the ladder behaves identically.

The published return is 96%, lower than the studio’s Chicken Road at 98%, and the round is provably fair.

How a Round Works

Difficulty and the Ladder

As in the studio’s other titles, you choose a difficulty before shooting. Easier settings score more often and add less per goal; harder settings quote far larger multipliers and miss far more often. The published return is the same across settings — the choice changes the distribution of your results, not their average.

Aiming Is Presentation

This deserves stating plainly, because the interface invites the opposite conclusion. Choosing where to shoot does not change your chance of scoring. The corner selection is dressing on a random draw, exactly like choosing a lane in Chicken Road or a colour in a gamble round. If a game gives you a control that feels like skill, it is worth checking whether it actually is one — here it is not.

Provably Fair

Each round can be verified after the fact from the published seeds. It confirms the result was fixed before your shot, not chosen after it — which is a meaningful guarantee, and a narrower one than it is sometimes made to sound.

What the Numbers Say

96% means a 4% house edge — twice the cost per unit staked of the studio’s own Chicken Road at 98%. Two games, the same mechanic, the same studio, and one is twice as expensive to play. That comparison is more useful than any feature list, and it is the kind of thing worth checking whenever a studio ships several versions of one idea.

The hard-mode multipliers here run into very large numbers. As with every ladder of this kind, those figures are arithmetically real and describe a sequence in which every step goes your way. What sits next to them is not printed: the probability of that sequence, which is exactly what makes the maths work for the operator rather than for you.

Because the game waits for your decision indefinitely, a round has no natural end. Deciding the exit step before you shoot the first penalty is the only mechanism that provides one.

If you like the format, Chicken Road does the same thing for half the cost per stake. If you specifically want the football, this is a competent version of it.
